Depending on the council requirements you will most likely need a Cert 5 or AQF Level 5 Qualified Arborist or higher. I'm a Cert 4 climbing Arborist which means I prefer to be in trees rather than writing reports! I do however know several qualified Cert 5 Arborists and I'd be happy to put you in touch with them.
